PROFESSIONAL-LABOR ACTIVITY OF SENIOR CITIZENS 
IN THE CONTEXT OF THE STATE SOCIAL POLICY

Abstract

Background. Professional-labor activities of retired citizens, an opportunity to use their knowledge, experience and desire to work for the benefit of the state attract an increasing interest in scientific and political circles nowadays. It is explained on the one hand by limited opportunities of the state in ensuring worthy level and quality of life of retired citizens, on another – by growing of this age group as a part of the population and the need for an independent solution to the arising social and economic problems. The purpose of the work is to reveal the specifics of the problems faced by retired citizens and the possibilities of further prolongation of professional work.
Materials and methods. The empirical base consisted of the qualitative method –a semi-structured interview in the city of Saratov in 2015–2016 with 45 respondents. 
Results. The research results have revealed a tendency of a decrease in the professional status after reaching the retirement threshold, the impossibility of maintenance of a necessary level of living earning only a pension without additional income, the compelled need to prolong professional work by senior citizens.
Conclusions. The social policy of the Russian Federation in relation to senior citizens is to focus on a worthy level of living, stability and wellbeing. The key moment in development of the state strategy in the present conditions should be a hypothesis taking into account the need of elderly citizens to comfortably prolong professional work. The harmonious and sustainable development of society, the solution of numerous arising social and economic problems are possible only if there will be created conditions for further use of the professional potential of senior citizens, which has been accumulated over the years.
